    Memorandum of Understanding Reached Between CSEA and BUSD on Health & Welfare Benefits

    The CSEA and BUSD bargaining unit teams are pleased to share that a Memorandum of Understanding has been reached on Article XIII-Health and Welfare Benefits.

    Pursuant to the "Me Too" agreement in the parties Collective Bargaining Agreement, the district monthly contribution rate shall be increased for CSEA Fringe Benefits to the following rates effective January 1, 2023: 

    Employee Only: $702

    Employee + One: $1,401.00

    Employee + Family: $1,844.00

    These monthly district contribution rates will not be reflected in BenefitBridge during the 2023 Open Enrollment Period, but will be reflected when the new rates go into effect on January 1, 2023. 

    The Parties look forward to meeting in 2023 to reopen the successor Collective Bargaining Agreement.

    BTA/BUSD REACH TENTATIVE AGREEMENT


    Tentative Agreement Reached Between BTA and BUSD on Health & Welfare Benefits (Tuesday, September 27, 2022)

    The BTA and BUSD bargaining unit teams are pleased to share that a Tentative Agreement has been reached on Article 8-Health and Welfare Benefits, the sole reopener for 2022-2023.

    After two days of productive discussions, the teams agreed that the District contribution to health and welfare benefits should be increased. The District and BTA acknowledged that the only Kaiser option for unit members was becoming prohibitively expensive. As a result, the District  offered  to add two additional Kaiser Plans with lower premium options. The bargaining teams agreed to add these additional options for this year’s benefits enrollment period beginning November 1, 2022.  

    BTA’s initial proposal was to increase the District contribution to health benefits to cover the entire premium at the following rates: $947 for employee only, $1894 for employee +1 and $2463 for employee + family. The team discussed the fiscal impact of this proposal.

    The District’s initial proposal was to cover the entire 14.95% Kaiser Plan increase for all employees so there would be zero impact on the employee’s net pay. The change in district contributions would have increased to $788 for employee only, $1500 for employee +1 and $1931 for employee + family.

    BTA then proposed $788 for employee only, $1571 for employee + 1 and $2043 for employee + family. 

    BTA and BUSD ultimately agreed to the District’s offer to increase the District contribution of $805 for employee only, $1515 for employee + 1 and $1970 employee + family, which raises the employee only coverage to be more consistent with comparable districts. 

    The Parties also agreed to increase the in lieu amount for unit members who do not take district health benefits from $200 to $400 and to allow unit member retirees with 20 years or more full-time service to access the district health benefits for vision and dental at the retiree’s cost.

    The Parties look forward to meeting in 2023 to reopen the successor Collective Bargaining Agreement.

    The Byron Institute for Independent Study is available for families with medical, social-emotional, or other concerns. Students receive daily live online instruction for part of the day and complete independent work when not learning directly with a teacher. Byron Institute for Independent Study will be open for enrollment for any students and families that are interested.
